The Union Health Ministry has directed the leaders of Central Government Hospitals and Institutes to improve security protocols. In their correspondence, the Ministry emphasized the need for installing high-resolution CCTV cameras at key locations such as entrances, exits, corridors, dimly lit areas, and sensitive zones. Additionally, a control room should be established to facilitate prompt responses during emergencies. It is also recommended that a sufficient number of trained security personnel be assigned to ensure effective monitoring, patrolling, and surveillance throughout the hospital grounds.

The Ministry stressed that access points should be strictly controlled to permit entry only for authorized personnel, and it should be mandatory for all hospital staff to display their ID cards while on duty. Measures should be taken to ensure visitors are appropriately monitored. Furthermore, hospitals are advised to prominently display relevant legal provisions aimed at preventing violence against healthcare workers within their premises.

Hospital staff—including doctors, nurses, and administrative personnel—are expected to receive training in identifying and responding to security threats, equipping them with necessary skills to manage emergencies. The Ministry also highlighted the importance of addressing dark spots on the hospital campus by enhancing lighting, especially in areas like the duty stations of female health staff, parking lots, and entryways.

The Ministry urges hospital authorities to coordinate closely with local police and emergency services for effective incident management. It is also suggested that secure duty rooms with basic amenities be provided for female health professionals, and that female staff on night shifts be assigned in pairs or groups. Secure transport arrangements should be made for their night-time movements.

Finally, the Health Ministry recommended that hospitals develop comprehensive emergency response plans, regularly update and rehearse these plans, and conduct periodic mock drills to ensure preparedness among staff and security personnel for various emergency scenarios.
